Suomessa työpaikan saaminen on kiven alla. Se on sitä niin kantasuomalaisille ja ehkä vielä enemmän ulkomaalaisille, ellei suomen kieli ole hallussa. Tämä on ehkä suurin syy, miksi ulkomaalaisia on yrittäjänä huomattavan paljon. Toisaalta yrittäjäksi ryhtymisen kynnys on ehkä madaltunut senkin takia, että on jo uskaltauduttu toiselle puolelle maapalloa. Ne henkilöt, jotka ovat kotoisin Euroopan talousalueelta (EEA, European Economic Area) eivät tarvitse erillistä lupaa yritystoiminnan aloittamiseksi.

Ulkomaalaisen yrittäjän luvat ja ilmoitukset riippuvat siitä, tuleeko hän jostain Pohjoismaasta, Euroopan unionin alueelta vai Euroopan unionin ulkopuolelta.
Myös yritysmuodolla on merkitystä tarvittaviin lupiin.

Foreign entrepreneur's permits, licences and notifications

The permits, licences and notifications required by a foreign entrepreneur depend on whether they originate from a Nordic country, the European Union, or outside the European Union.
The company type also affects the permits that are required.

Mitä lupia tarvitaan?

Ulkomaalaisen tarvitsemia lupia ja ilmoituksia voivat olla esimerkiksi
  • oleskeluoikeuden rekisteröinti
  • työntekijän tai elinkeinonharjoittajan oleskelulupa
  • ilmoittautuminen väestörekisterijärjestelmään.
Lisäksi ulkomaalainen voi tarvita Patentti- ja rekisterihallituksen luvan, jos hän toimii esimerkiksi yhtiömiehenä tai yrityksen hallintoelimissä.
If you intend to take up permanent residence in Finland, you will normally be covered by the Finnish social security system and will qualify for Kela benefits as soon as you move to Finland. (KELA).

What permits are required?
Permits and notifications required by a foreigner may include, for example,
  - Residence permit application for self-employment, OLE_EHA
  1. This application form is for you if you intend to come to Finland to be a self-employed person. As a rule, a self-employed person must register his/her business with the Trade Register at the National Board of Patents and Registration before a residence permit can be issued.
  2. The following are considered self-employed persons for the purposes of this application:
    −a self-employed private entrepreneur incorporated as a toiminimi
    −a partner in a partnership (avoin yhtiö)
    −the general partner in a limited partnership (kommandiittiyhtiö) (not a sleeping partner)
    −a member of a cooperative (osuuskunta) who has unlimited liability for refinancing (the unlimited liability for refinancing must be entered in the Trade Register)
  3. For the purposes of this application, a person is not considered self-employed if he or she is employed in the service of a limited company of which he or she is the owner, not even when in possession of the entire share capital. If you own shares of a public limited company (osakeyhtiö, oy) and you work in this company, you will need a residence permit for an employed person (form OLE_TY1).
In addition, a foreigner may need a permit from the Finnish Patent and Registration Office to serve as a partner in a partnership or in an administrative body of a company, for example.
